It is Reimu, here and here are images of this same pair, from the same author, with Reimu wearing her hair thingies. As you can clearly see, heir hair is arranged exactly like it is in the uploaded picture, and if you removed the red whatever-they-are-called (and the clothes), you would get the look of the image that is on the reader. It is just how this author draws Reimu.
That being said, I agree she looks basically the same as Kaguya in these artworks. Still nice, though, and hot.

I never seen those images before and didn't know about that author either, kinda crazy how the author draws Reimu!! Not complaining though, she looks hot (cuz I like Kaguya too) xD

Is Reimu's hair really that long? I remember shoulder to waist length, with it down to basically her thighs that's probably why she looks so much like Kaguya in this artwork.
