It's because they say that hate and love is actually very close to each other, so if she really "hated" her she would ignore Marisa, but because she says "I hate you" it could turn into "I love you"

actually if apathy is the opposite of like, it'd mean that she only likes her doll( because she shows them interest), BUT she said that she hated Marisa -> she has interest in her -> she likes her.
