Didn't Hotaru/Usa (manga) predate Anthy/Utena by a couple years?
I know that Utena's creator was the director of Sailor Moon R (both season and movie) before he did Utena.

Both the Sailor Moon anime and manga predate Utena. Most of the HotaUsa moments were in the manga, though.
