I'm not sure I can pick a fav sailor moon pairing given that there are amazing stories for many of them. The best ever sailor moon fic is Rei x Usagi - and there are some great Rei x Minako too.
Ami x Makato are in the running too for sure though.

^ Sorry to say I can't remember most of the names of the R x M fics - and my really old yuri fic archives are a total jumbled mess! There was one called Fire love, by Haruka but I can't find it online any more.
One I remember as being good I did find, if you've not read it-
