There's a difference between "the creator drew a picture" and "it's officially part of the story', and no amount of wishful thinking will change that.
That same creator drew them in a scene from The Graduate too, but Konata still ain't played by Dustin Hoffman (although he is kinda short...).

No, we just like to think that they are couples based on the few bones the authors threw us or felt comfortable sharing. (See VOICE ACTORS "confirming" fan-favourite couples like Nanoha and Fate + Miku and Hibiki)
By that logic, I would think that Miyuki is actually a reverend instead of it possibly being cosplay.

It's clear the author likes to entertain the idea of Konata and Kagami being a romantic couple. But for whatever reason - their editor/publisher forbids them, they fear of negative audience reaction, they don't think its relevant to the core purpose of the series, they're the world's greatest tease, whatever it may be - they're stopping just short of incorporating it into the story proper. It isn't canon.
It's suggested, implied, hinted at (very strongly). But it isn't canon.

Ah. Some of you said it better than I could. This "official" art seems to occupy a very strange place in fandom. I stumbled on these years ago, and like many here, was hoping it was cannon only to find that while they were indeed made by the owners of the series they weren't part of the story and it was like they were just for "kicks." Or maybe you could think of them as promotional artwork. Or how western superhero comics occasionally have covers that depict things that never end up happening in the comic.
I will have to find my sources but from what I remember the creator wasn't actually shipping them but fine with people seeing it that way. Konata even says she's not actually a lesbian in the English translated manga even though she obsessively plays games where winning over girls romantically is the goal.

Kagami literally says "I want to *** with Konata!" in the OVA, but, yes, let's all just sit here pretending it's not canon despite the word of god even though you won't use the same standards for couples like NanoFate. In the meantime I guess YumiKuri, PapiCoco, and FinexIzetta are not canon either by the same standard.
@Vankomycin The author is Yoshimizu Kagami, the guy that drew this very picture. Which makes it much more significant than the other official wedding art of the two.
