^Not really - they choose to wear those- there are big iron balls attached on the other end - and they wear several of them.
Given how strong the oni are though they don't effect them at all really.
I wondered if they wore them to help control their strength but they might be just decorative.

It seems to basically just be a design thing in that the Touhou oni wear manacles with a bit of chain attached, but as you say it doesn't slow them down since oni are endlessly strong.
