Is Ruby x Weiss actually not that popular? I love them to death but maybe others find it too pedestrian? What a shame.

I don't know, as I don't frequent any discussions of the series outside of the comments on the RT site, so this may serve as a useless response. That being said, I like it (this ship), but maybe more as a consequence of shipping Blake and Yang together. I will say that I think they complement each other in that possibly cliché archetype of [goofball x serious/tsundere].

Actually, Whiterose (Ruby x Weiss) is fairly popular in the RWBY fandom (or yuri fans, in general) but they only have little content here in Dynasty. Most of their stuff are found in Tumblr and Fanfiction net. (there are lots of awesome fics and comics there)
but damn, i expect weiss to blush more lmao

The RWBY subreddit is having a vote on most popular ships and White Rose is currently competing with Renora for top spot with Bumblebee and Arkos competing for third. Bumblebee was last years winner, with Arkos in second and White Rose in third.
So no, its pretty popular, especially since I've heard r/rwby is one of the bigger collections of RWBY fanatics.

I think Whiterose is actually the most popular ship in RWBY along with Bumblebee. Sadly, the recent season kind of has almost no Whiterose interaction, which is why the shippers are so quiet. We need fuel, I'm so thirsty for some WhiteRose moments.
