in the original Silence of The Lamb, its clearly show that Hannibal is psychopath and he kinda like or even love Detective Clarice.

regarding Puella Magica Madoka, we're already know how Homura loves Madoka and how psychopath Homura really is, so Homura perfectly fit the role as Hannibal.

Madoka as Detective Clarice , Mami as Hannibal and Homura is just as random girl?!

did Jack Crawford has any love relationship with Clarice? I believe he's just Clarice's superior in FBI if I recall correctly. Just like relationship in anime between Mami and Homura as senpai and kouhai.
So, thats make it even obvious, Mami should fit the role as Jack more than Homura in this context.
