I can see why it's a new tag - almost nothing would likely bring these 2 together (I mean in proximity to each other regularly) for anything to develop. Youmu has no reason to travel all the way to Gensokyo and the library.. And I don't think Patchy ever goes to the shrine parties where you might find Youmu sometimes.
