That's not a handcuff key. As far as I know, Japan uses the same standard as the US. I'm not sure the artist intended it, but teasing with the wrong key really adds something.

^The artist is Chinese, not Japanese (or American), so it probably was just a mistake. That being said, taunting her like that is something Viola would probably do in-character so it still works.
(On a sidenote I wonder if Viola having bdsm hatesex with Arale and taking out all her frustrations like that would fix her)
