Cause Makima (obviously SPOILER ALERT), the red-head, does force the black-haired one to be her dog and has her fawn over her through mind-control. It's just a small scene in the middle of a big fight and Makima does the same thing to a lot of other people at the same time but it does basically happen, except the leash is metaphorical and Reze has clothes on for once.
