It is a very intense piece. I think the use of color is what's giving it that feel, more than the line-work or composition (which isn't to say that those aspects are lacking). It's an interesting change from the other two pieces we have from this artist and I definitely want to see more from them.
For some reason, I'm getting a very Utena vibe from the whole thing and I'm continuously surprised that Anthy and Utena aren't in the drawing. The costumes are probably part of it, but it's more the composition and the contrast of a bright center contrasted with a darker fringe that screams Utena at me.
