If you're taking pictures with your phone you can just make it so it makes no sound when taking pictures.

^I read that phones in Japan have to have sound-while-taking-a-photo as an default and it can't be turned off. Because of perverts. But I don't know if it's just an urban legend.

^ It's probably real. I once saw something in Android's build.prop that hints it was supposed to make camera shutter sound mandatory. (build.prop is a part of Android operating system and can't be modified without root)
Though people can just install a 3rd party camera app to circumvent that setting.

One of the main reasons is that many upskirting incidents occur on crowded trains, and iPhones brought in Japan make a shutter sound when taking photos that cannot be turned off. Though I'm not sure how that works with the newest iPhones, since the shutter button is now multifunctional, it can also activate features like the flashlight.
