Ran in Megami/Nyantype, which is pretty light ground for Canon, Imo. That said, it's still official art, it is canon, and I don't have any problem with it; tagged both.

as much as im fine with moe yuri...........are we ever going to get some serious yuri shows that show that the genre doesn't just have to be fanservice? i mean we have a shitton of manga to choose from.

The artist and character designer for Yuri Kuma Arashi is the fabulously yuri-known Morishima Akiko. That's probably why it's familiar.

I wouldn't put it off just yet. Sure, it's extremely bizarre at first glance, but this is Ikuhara we're dealing with here. It's chock full of symbolism and metaphors. I actually like it because it's so thought provoking. Every episode is like a puzzle piece. Also, not gonna lie, I'm loving the lewdness.
