I don't think she's embarrassed, more so flustered while thinking about Chun-Li, and trying to process what she's feeling. Maybe it's something we wouldn't normally expect from her, but that's part of the fun of fan creations. Exploring "what if" ideas. Which leads to this (imo) fun take on their dynamic and cute side of Juri.
