I don't get it? "Smelling like a wet dog" is a way to insult someone who stinks. I could see a joke if she were sniffing s bit lower and thought it smelled like...cat

^Might not be a smell thing. Instead it might have to do with burying your face into a pet's soft fur and enjoying the feeling, so maybe that's what she's equating the experience to.
