^If by "made [them] for each other" you mean Hori didn't give Ochako (or most of the girls for that matter) any development for most of the series, I guess?
I dropped the series before the final arc, so I don't know all the details, but the lack of even small moments focusing on most of the female characters was a big reason for why I did.
