The game sucks narratively because Max can only use her power to move the story forward.
Theoretically Max's only limitations are in her head.
She could literally become the 13th law of the universe not unlike Madoka.

There's also a comic book series after ending with more weird shenanigans, if you want to see them as a couple. Won't vouch for quality, but won't vouch against it either.
