^^Aside from many previous instances of Ochaco showing deep concern for Toga, in the lastest chapters (393, 394), Toga is going berserk, her frustration with the world's unfairness overflowing, Ochaco tries to get through to Toga, gets stabbed and is bleeding out, but eventually she's got Toga to open up to her.
The exchange is currently going like this:
Ochaco (already stabbed): "That smile of yours is so perfect, I'm jealous (...) I don't want to pretend I never saw your amazing smile. I can't erase all your crimes (...) but if any part of you still feels like talking to me, you can have a lifetime's worth of my blood, so let's have that chat about romance!"
Ochaco, internally: "My body is going cold, but what matters right now is that I want to reach out and touch that sorrow inside of you
[Some more struggling as Ochaco tries to get close but not hurt Toga. Ochaco gets slashed some more, but eventually gets close enough, Toga comes back to her sense. They embrace with Ochaco's legs around Toga's hip, Toga tells Ochaco the root of her painful frustration with the world, mostly how she falls in love very easily with every one she met, but the world has been ingraining in her that she's creepy and gross, and it festered on from there. Then they deliver these lines in tears:]
O: "(...) May be I'm no replacement for the League, but I want you to know how special I think you smile is"
T: "Do... you really... think I'm cute?"
O: "The cutest girl in the whole world."
So yeah, can't help but shipping them harder and harder.

The manga is a shounen battle series, in which they're supporting characters. Opinions on the story's quality aside, you're not going to be getting much yuri

This by no means is a bait situation since its something that has been cooking since the beginning of the manga
Its a warning for those who go read BNHA for "the yuri" you wont get what you want

^ True that. Of course, going into a battle shounen manga just for the yuri is plain silly. But the yuri scent is obviously in the air: the care and deep concern of Ochaco for Toga is very real and established; and Toga "falls in love easily with everyone" in her own words, so that certainly includes Ochaco who she lets in so close to her heart to have this chat. So there is canon reciprocal feelings between the two, not good enough to build a romantic relationship (which needs more than just feelings for each other to form and function) may be, but that's still more than a significant chunks of all yuri ships around. People are not hallucinating seeing this ship.
Also, the serial shippers don't even care about canon, shipping is just fun.
(also, as supporters of LG**B**T, we understand that some people are bi and monogamous so they stick with people of one sex one at a time, so about half of the times they are with people of the other sex, right? Such detail might never get explicitly stated if it's not the focus of the series, but I find it to be way less of a headache about the whole 'bait this bait that' debate to just handwave it that they are bi and monogamous)

^Yeah I think regardless of if Ochako ends up with Deku, and she probably will, that this ship with Toga is still nice. It especially has a lot of ground to work with after the recent chapter. So I hope to see more art of these two in the future.

Incidentally I came across ch395 today (trending on bird app), and holy shit Toga is added to the list of victims of "they killed the gay" when she saved Ochaco's life. Damn.

^ I mean, it's still shounen manga. If the author wants to, Toga will live regardless of whatever the fuck she went through, and that cliffhanger wasn't entirely clear on whether or not she's truly dead

I still don't get why she's popular lol
But I also stopped following the manga because it had a lot of problems in my opinion.

^same, I don't read shonen, but I do like shipping, and this ship was discussed hotly enough amongst those who read the manga series that info about it made its way to me, so I digged a bit for it in canon, and there were good shipping materials :)) It helps that Toga is the kind of sick character that I find somewhat appealing sometimes.
