^From what I remember that character's gender is "unknown", but referred to as "she", and based on the I guess rumors of Hoover cross-dressing. They're also from the extremely absurd gag comic that plays into a lot of things as it tends to be very self aware.
Anyways the little I know about the character in this art with Nitocris, she's a spirit that lived in the city and then came to personify it. I would say it's a little bit of a similar concept to a Tutelary Deity.
Also I wouldn't even say it's anything new when a lot of the old gods/goddesses were basically centered around personifying the planets, Aphrodite is often across media depicted as an incredibly sexy woman, and she's a representation of Venus. Who the Romans in a more literal sense even called Venus. You also have Ishtar with Venus, so on and so fourth. I find it to be an interesting topic myself haha
