Ok so I can count 515 touhou pairings on here, of which 15 are either triplets, Marisa x Everyone or nonsense like Zun x Beer or Rinnosuke x Anyone. Might be off by a few, but anyway, ~500.
The latest 2021 popularity poll (I'm not doing a touhou census myself) counts 206 characters, but at a glance the bottom 50 at least is troll picks (with all due respect to "hobgoblin" and "salt merchant" I'm sure they're cool guys). So let's round it down to 150.
Self-cest included, that makes 150x150 = 22.500 possible pairings, of which this site has only covered 500 so far, or 2.222%.
Weak.

^well first of all you forgot to remove the repeats(~1/2 of your responses should be a repeat ie kagerou*raiko is the same as raiko*kagerou) so its actually (150!/(2!(148!)))+150 aka 150 factorial over 2 factorial*148 factorial and then add 150 to account for selfcest. so the actual answer is 11325, or 4.415%. (off by half of 22,500 by 75)
not much better technically, but still. pedantics are fun.
(i just used the formula of n!/[r!(n-r)!] https://www.reddit.com/r/learnmath/comments/80y3f4/combinations_without_repetition_dice_rolling/ where the comment notes that you need to account for doubles, so i just added the total amount at the end to account for it for a formula of {n!/[r!(n-r)!]}+n)hopefully the maths right

The pairing makes absolutely no sense, is the thing. The only connection these two have is that they were introduced in the same game. Its likely they've never even met.
