Come to think about it, the very fact that Nagisa was popular enough to get a spot in the main cast in the movie is rather insteresting, considering we didn't even know how she really looked prior to that.

^ That's the magic of Urobuchi writing. If you pay attention through that whole ordeal with Charlotte (the witch form) you will notice many interesting things.
And then Bebe came to be and then Nagisa-chan showed her true form and Mami was still okay with it. It's a pairing that has more potential and signs of good things to come than anything.
