^Personally I think it looks like a magical girl design, and magical girl series like Sailor Moon are often classified as shoujo.

and then Madoka series came and reshaped the entire genre.

^Aye, I think there's still some shoujo magical girl series out there, but we've gotten magical girl series with other demographic focuses over the years. The variety is definitely interesting.

There are still Shoujo Magical Girls shows, but i think this design indeed looks more like something from a seinen magical girl anime.
doesn't deter from that picture's niceness though.
