^^ Maybe because the background is a white color, so Negom needs to maintain the contrast and volume in the artwork.
Edit: Also considering that Shenhe's clothing has a lot of white, the artwork can get very confusing and jumbled to look at.

^unsure why you find it strange someone would wonder aloud about such an inexplicable - and, looking at the artist's previous works, as far as I can tell (not being familiar with all of the original materials) unprecedented - apparently arbitrary and gratuitous alteration to the original design.

This artist seems to enjoy pairings based on the hair color. She has joked about "purple + blue" multiple times in the past. Maybe she thinks Ning having blonde hair works better, she's free to make alterations of course.
