If memory serves it's canon that Ch'en once 'accidentally' got (and left) Swire locked up in a bank vault for a while... so this would be from the mild end of wacky infighting shenanigans for these two :d

Hoshiguma told them that the key is in each others' underwear.
Hoshiguma said that its' stuck in such a way that you need the other to get it.
Hoshiguma has the key and the camera recording this.
