As would Haruna and Kirishima.
However, Kongou's sisters all call Kongou "onee-chan". We never ever hear Mutsu refer to Nagato as her "onee-san" or "onee-chan", nor does Nagato ever refer to Mutsu as her imouto.
So while Hiei, Haruna, and Kirishima are all a bunch of siscons, I don't think we can really apply that label (or the incest label) to Mutsu and Nagato.

^naval vessels of the same design "family" are termed sister ships, this isn't exactly news. And Mutsu and Nagato were the only members of their class to further drive the point home.
If you're going to anthropomorphise them further than sailors already did IRL it only makes sense to treat the figurative sibling relationship as literal.
