but weren't they able to change their form at any time? like how kanna tanned her own skin at will or how another character changed the form of her hands or how lucoa could even destroy parts of her body when fafnir wanted to make a gore story.
I think kanna could grow into adult mode at any time but it would be funny to see adult saikawa with loli kanna just for the jokes that could come out from that

...really, if Kanna is consistently living with humans — going to school with them, participating in all the same events and rites of passage as they do — it really wouldn't be odd for her self-image to grow as quickly as they do, just from experiencing life at the same speed and to the same degree.
( There is certainly a degree of voluntary shapeshifting to all of the dragons' human forms, though I don't think they've got complete control over how they look.)

My headcanon is the passage of time in the dragon world/area is different so their aging is also different. With Kanna spending time in the human side, her aging would adjust close to the human rate.
