^Canonically, Skadi is slightly taller than Specter (166 cm vs 162 cm). I'm guessing Specter looks taller in the first part because she's leaning forward and/or the author just wanted her to look tiny.
Also, I'm guessing the reason Skadi's so clingy here is because of what happened in the Under Tides event.
