^I recall reading an article lately that said there are unimplemented files in Mass Effect 2 that indicate that a number of characters, including Tali, were initially intended to have same-sex romance routes, but it was apparently shut down by someone in management. If I remember the quote correctly, they were told "America isn't ready for it."
The files are in the Legendary Edition, and modders are looking into how to restore what they can.

According to the article I saw just recently, Jacob and Jack were the most complete, but there was partial content for several other characters as well.
