^I think part of it is that it's a food commonly eaten a festivals, and it's a treat. So it's something fun to buy and eat, I'd argue these factors make it more than just simply an apple with sugar coating.

Similar concept to the caramel apples that were always at fairs (or Halloween) when I was a larva. When fresh they are quite good, made more so by their exclusivity.
