The swing-arm floor lamp dates it to the twentieth century, at least, the thong on the right to the 1920s or later, and the nylon stockings date it to post-1939. Honestly, it's probably a modern event with a Roaring Twenties theme, a la Skirt Club.

According to the description made by the author it was a crossover inspired by the vision of many old cartoons so that's explain the different refs from the objects, dresses etc etc..
The main heroines in particular should have been Jessica Rabbit and Betty Boop, but in the end it become just a scene between many OC's.
