I think this is from an episode about some cards that allow you to experience other people's dreams, so Misaka got to see and experience of Misaki's fans dreams

@Serenata That's exactly it. It's the episode where Misaka gets a card from one of Shokuho's fan group who shares an interest in that frog thing with her. I want to say it was episode 16 or 17 of Railgun T in particular.
