Is Reimu meant to be darker skinned or more tanned than marisa? Can't say i've noticed that before in any cannon stuff.

^ Touhou is famously inconsistent with skin hues (see 'Tan Cirno' and 'Zombie Reimu' memes for more), but there's no canon authority on such details, and ZUN would basically say that you're free to imagine what you'd want.
Logically speaking, Reimu does spend a large amount of her day sitting on a veranda or sweeping the shrine grounds under direct sunlight, while Marisa operates out of a dense and shady forest, so it wouldn't be too strange for one of them to have more of a tan.

I thought Tan Cirno was actually supposed to be tan due to using summer energy, or some such nonsense, during an incident.

^Yes, she was in THAT case- Im fairly sure the tan cirno meme predates that incident by quite a bit, and was just some bad colouring. I think making her go legit tan due to an incident later down the line was actuially zun playing up to that meme.
