^^^ Not really, i think. According to an official character image i found on a wiki, Noire has a bust of 83 so she's decently big. It's just her normal outfit does a good job at making it seem like she's smaller. Put her in something like this and they automatically look much bigger.
It's a very cute art and damn is Noire fit and toned.

@Tenshi Kyoko, Neptunia isn't a yuri bait because we've got several yuri moments like IF kissing Nepgear, Noire loves Neptune, Iffy loves Compa, Blanc has secretly crush on Neptune only in HDN OG version, RED loves girls, Vert has a crush on Iffy or Iffy has a crush on Vert in Re;birth 1 version, Uni likes Nepgear, K-sha likes Noire, Ultra Noire loves Plutia or Hyper Neptune, Ultra Blanc loves Plutia and Linda/Underling has a crush on CFW Magic.

Alot of people care if it's baiting because you wouldn't go to a movie that was advertised to be a comedy only for it to turn out to be an action flick with no pay off whatsoever. Yuri-bait is called what it's because they bait people into thinking there will be something in the end. Just look at symphogear which you had to play the mobile game for Hibki and Miku to be officially together. Heck they were quite clear with how they felt about each other and even two other girls in the series plainly declared their love for each other. Sadly, if you look up " Fanfics and fanarts " about them you'll be sorely disappointed with the lack of Yuri and with how much projection porn and conversion therapy porn there's of them.
As for IF kissing Nepgear it's to pass activate her HDD and not out of love. In the end it's very rare to get anything related to Yuri that actually shows a full-blown relationship with the girls marrying and having children. It's why being a fan of Yuri myself. It sucks that I've only ever seen maybe 5 Yuri story's that actually have the characters get together and possibly marry.

Magical Girl Lyrical Nanoha is another perfect example of the " They're just REALLY good friends " when they could've easily let Fate and Nanoha get married and have children along with Vivo being there with Einhart.
