While I do love the game I don't get this ship or most yuri ships in AL. Its not what I call a yuri game by any means, with all the girls wanting the male commander (the player). The only yuri I get is from the anime, but these two weren't even a part if that.

^^^ Usually the ships relate to a pair of ships' historical relations (whether they fought together or against each other), sometimes it's just because they're related ships (usually of the same class) but sometimes they just pop up from the fandom, something in the game or the anime (as was the case for the BelPrise ship).
For this particular ship, it relates partly to the fact that Massachusetts and Jean Bart fought each other during the battle of Casablanca during Operation Torch, the invasion of North Africa from the west.
The popular Prince of Wales x Prinz Eugen ship resulted from a similar reason, that both ships took part in the Battle of the Denmark Strait

^ If you set Massachusetts as a secretary, she'll talk about Jean Bart impressing her and wanting to fight her again when she is repaired/finished. The real Jean Bart didn't have all its guns installed when it fought at Casablanca, but WAS ultimately finished post war.
Littorio probably has the most yuri content: "Welcome to Littorio's personal suite. Are you here to issue me a challenge of who can romance the most girls? Hahahah, I'm joking of course! There'd be no fun in a game I would win every single time." In the Italian side-story she and Illustrious are fascinated with each other after a battle, and Littorio hits on everyone she meets at least a little bit usually.

There's some subtext here and there it feels like, could be the yuri goggles. Zuikaku always talks about shoukaku as do others about sister ships or who've they've met before as the above stated.

^ It was pretty fun. Now that I think about it, you could also argue that Essex has a pretty big crush on Enterprise given that's pretty much all she ever talks about. I mean frick, if she got hungry she'd probably say something like "I wonder what Enterprise would eat in a situation like this..." Lady it's lunch just get pick something already.

Also, to clarify: it's never stated that the player is male, besides odd things like Unicorn's onichan lines which aren't even real evidence, and oaths(marriages) AREN'T canon. I mean, I could marry all Kizuna Ai ships, that doesn't mean Ai is canonicaly my real wife. But that would be a pretty convenient way to get a real romantic partner
Edit: I guess I should mention the tsundere squad(Hammann, etc) and the stalker squad(Taihou, etc) DO have a thing for the player even at neutral. Those are the exception.

The irony of Azur Lane is, there were a fair amount of yuri 'ships before the animé, especially with Enterprise (Enty/Essex, Enty/Vestal, Enty/Zuikaku, Enty/Saratoga, Enty/NorCa...) and they all pretty much vanished when Enty/Bel came on the scene. Between turning Enty into an antisocial, self-destructive, shut-in God Mode Sue, to overlooking lots of characters Enty knew well in favor of Belfast (who's ALREADY overexposed and underdeveloped as a character), the animé felt like someone made a wish on a monkey's paw for more Enty yuri.
