I think it's hilarious, but Arc is the only one having fun with this I bet haha

Honestly, I just think they're cute :V
Since you asked (and I was a bit curious too), I poked around this artist's old blog to see why she likes Arcueid x Ciel so much. Apparently, Koya first started drawing this ship after playing through all of Tsukihime's routes in 2011 and deciding that it was cuter than either of their ships with Shiki, lol.
That, and she didn't like Ciel's "Good Ending" involving threesome, and figured that Arcueid and Ciel's fighting would have them getting closer and eventually ending up in a relationship together, separate from Shiki. Which, TBH, I can understand - I don't really like threesome endings either.

I don't see Arc and Ciel ever working out. They are the perfect frienemies and while Arc would definitely mess around to tease her, Ciel would never ever go along with it.
Shiki and Ciel also didnt do much for me, but Shiki & Arc is quintessential Type-Moon. They are the poster couple next to Ryougi/Mikiya and Shirou/Saber (as much as I hate the fact that it's not Rin). As far as a poly ending goes, only Shirou/Saber/Rin ever convinced me. Maybe Hakunon/Nero/Tamamo too.

^I only ever read the Tsukihime manga, but you’re probably right on Arc x Ciel never working out in canon, as much of a fan I am of rival (is that the right word to describe them?) ships.
Still, I can appreciate this artist’s dedication to her OTP - even now in 2019, she’s still drawing Arcueid x Ciel.

^Eh... well I suppose they are often paired up as rivals, due to them both being in the Near Side routes and fighting a lot. But Arc doesn't really have any rivals (she is way too OP). She basically just plays around every time Ciel is involved.
Yeah seeing ANY Tsukihime art in 2019 is a miracle and a half. Tsukihime Remake never. cries
