@Throbelisk It's a multi-chapter subplot by now so it's hard to sum it all up, but basically Fuuka has been misled into thinking that Asuka may or may not have let Tomoko touch her "hairs" (i.e. pubes) and, wanting to know for sure, she wrote a wish about it ("I want to know about Asuka's hairs") for Tanabata.

In the end i never knew if tomoko was looking at katou in the onsen at the fieldtrip , and was hinted she had her thing shaved.
Then tomoko wanted to shave herself and got found out by ucchi.
