^I'm not sure this is so much Cthugha refusing the kiss, rather she seems like she's just completely caught off-guard and flustered by it. But yeah, this is pretty out-of-character. It's cute, though.
According to the author's commentary and tags, this is supposed to be some sort of Alternate Reality type setting, so that explains it.
