IIRC she wears this costume in the anime, but only like one time. I think this artist just finds it funny/cute.
Also, the tail wagging is a nice touch.

@Sabruness the "not lizard" tag is because Nettaigyo wa Yuki ni Kogareru had the "lizard" tag before people pointed out that salamanders are not lizards.
