Haven’t watched the show yet, but I know a little about some of the characters. One’s like a vampire? The other is like a frog.

^ Everyone has super powers called "Quirks." Essentially they're treated more like mutations in X-Men and are basically an accepted part of everyone's biology and genetics, which is also the throwaway reason why abilities can very wildly.
Tsuyu Asui is a frog girl. Like Spider-Man but with a frog instead of a spider. That's really just the jist of it.
Himiko Toga's quirk is she can ingest someone's blood and she can transform into them for a short time. She's a villian and she's crazy. She enjoys long walks on the beach and stabbing people. Also, definitely not a yandere /s

She has fetish of drinking the blood of her victims, so it make sense she would bite her tongue. Also almost exact same thing happened in show, just she cut her tongue with knife and pinned her to a tree and was about to do some yandere stuff.

She had to discover it somehow. And she discovered it by wanting so badly to be like people she was obsessed with, she started drinking their blood. She just happened to have exact quirk she wanted totally not because author gave her quirk that would make no sense on anyone else. She even says she prefers to drink blood directly.

She uses it to move around and throw stuff so I'd say not really. It might be at the beginning but at this point it's very well trained muscle.
