So the artist remembered fang had a mole under her right eye but forgot she had a massive scar on her right shoulder. How?

^probably because scars usually aren't seen as moé.
Moé blindness is a symptom of a disease commonly refered to as the "weeabubonic plague". It seems to be caused by prolonged exposure to a particular wavelength of light mostly found in japanese cartoons. There's no known cure, but researchers are hard at work finding ways to treat it.

^ Square decided romance between the main cast was not a thing for 13 instead moved to the side characters. So no it's not really a thing more like they are friends from the same village was [insert plot] and they are the last 2.
The only main characters that got officially teased was Hope and Vanille as a joke.

^But, from what I've seen, there's a lot of low-key Lightning/Hope, which I ship because I'm sick and twisted and love the whole "pseudo mother/son turning to lovers" dynamic!
