So, rough understanding. Raiko is a out to improve the standing of Youkai and has been recruiting other 100 year object spirits to the cause. Kokoro, with her relationship with her masks, could be easily confused as such. Mojo is pissed, cause she has her own plans for Kokoro.

Or maybe I’m dumb, I’ve been kinda passive about touhou for quite some time.

both Raiko and Kokoro are Tsukumogami-type Youkai.

so yeah pretty much more or less.

and Miko is just there confused as to "who the hell is that Tsukumogami Youkai that's hitting on my daughter?"
