Well, I think the joke here is that Dense Girl is Dense. She was not picking up what the other girl was laying down.

We all got that part. The question was why a girlfriend wouldn't wanna hang out with her partner regardless of sexy time. That has nothing to do with being dense. No gunjumping please lol

The rules have recently been relaxed; since the establishment of the Uniform Relationships Act of 2012 and its associated body of regulations, a person is allowed to not hang out with their significant other up to three days a week.
(Prime Minister Kishida has been making noises about that moving to four, so it's best to keep up with the news on this, and be sure to check prefecture and local ordinances as well.)
