I think they're supposed to be horns, to match Tatsuta's halo. Now, why they have those is a good question

Come to think of it, aren't the text "Dock 1" & "Now Docking" mistakenly swapped in the panel where Akagi yells "1st CarDiv's Pri~~~~~de~" and Kitakami yells back "Akagi shut up!"? According to the Dock 2 on its right, the "入渠中"(="Now Docking") label should appear on the top, and "Dock 2" should appear below it.
