If s/he really wants the Admiral to be like Hagino, then I guess nothing is wrong with drawing someone with features like Hagino, but not Hagino herself.
I guess it's more fun to draw how you like it, though. Maybe you should ask him/her the detail?

Yeah. The fact that the anime actually never shows the Admiral is just to keep the Admiral as a self-insert character.

Also, there doesn't need to be one admiral. So "everyone is admiral".
