I live in Argentina and we can't import anything from the usa. :/
Here's a couple of hopelessly naive suggestions. Maybe you could get it imported from Canada instead of the USA? (Would that actually work?) Or maybe a little later, you could buy a used copy from somewhere in South America?
Sorry, I don't know the situation so these were just a couple of thoughts that occurred to me. If there's any chance they could actually be useful, you've probably already thought of them yourself.
We'll the country doesn't matter as long as I pay in foreign money. We "can" import from anywhere, but to be able to do so i'd have to pay A LOT (A LOT, really) and i'd have to go to the capital city (700.000 miles away - 150 usd for transport and a full day trip) to retrieve it, because I need to prove to the government WHERE did i get my foreign money from and WHAT is it that i'm buying, and even so, if the government guys chose to withhold my stuff they can do it without even explaining why. So... paying 1/2 of the argentinian minimum wage for a manga that I don't know if they'll let me keep or not is seems to be... just a big waste of money. :/

I feel you bro I'm lucky that I live in Bs As just near the capital... you didn't take into account that books are an exception, they are considered "cultural goods" so if it's worth less than 25 USD you don't pay the tax, if you buy it with a "send it to my home" service you get it easy. If the aduana fucking holds it you will have to fill lots of papers but you only have to pay for the storeage.
Edit.: maybe you didn't know it 'cause you live away from the capital, and the books' exception was made recently... also Macri gave more freedom to import from outside, dunno if it's only to Bs As
