Because homosexuality is still enough of a taboo for it to be notable when a character is actually gay or bisexual instead of 'but it's different if it's you'. I don't generally let it affect my enjoyment of a story, but I do notice.

It's hinted at fairly early on that Hina's a big ol' lesbo, which I found pretty refreshing for a Morinaga manga, because as you say, generally the characters fall in love with a person rather than being gay. Dunno about Hana though. She probably just likes cute things.

I do find this piece isn't one of her best, almost like it's older art from around the same time she did My Neighbor Yumeno-san, rather than stuff like the The Sea, You, and The Sun or the mermaid one. Maybe it's just that her high-school porn stuff is dashed off in a hurry to pay the bills, saving her focus for stuff she's got more investment in.

I think it is also one of her older works. It's part of a tank that includes My Neighbor Yumeno-san, dated early 2014.

A lot of people seemed to dislike the nymph release which seems to have opened the floodgates for complaints. But it happens every artist eventually. Her art isn't wonderful, but I like her content of her stories enough to let any niggles slide.

Well they're kinda both teenage girls so that's kinda par for the course. Teenagers aren't exactly well known for going about things logically and rationally rather than emotionally and for completely understandable reasons. I taught in a similar school - rural, but sought after and our students went to the good universities after graduation. I would say reality is more relaxed than the rules would indicate. Also, I would say the students didn't mind as much as you might think. With everyone constantly stressing over The Test (and in our students' case, they'd had at least one The Test before - to get into our school - and possibly another - to get into a good middle school), it's nice to also have school rules and pride and old-fashionedness. That says you're going to a good school, not just a Test-Passing Factory.

As far as I know, our students mostly didn't go straight home, since they actually had quite a commute. If you had totally banned "hanging out after school" it would have been like banning having friends. It's not like urban areas where you have endless trains.
