Sorry Megumiaki. Anything with Yuri will never go that far. It's why you'll have to waits years or so to get fanart like this. Yet it doesn't even scratch that itch for people that like Yuri. symphogear kind of did it, but made you play the mobile game for Hibki and Miku to finally become lovers. To add insult to injury, westerns can't even play the game anymore.
Not to mention why do people have to settle for fanfics and fanart to see their favorite ships, it seems pretty stupid and pointless to like Yuri if that's how it'll always be when a guy-girl relationship progresses to the point that they get married and have kids in the first or second seasons. Magical Girl Lyrical Nanoha is another perfect example of the " They're just REALLY good friends " when they could've easily let Fate and Nanoha get married and have children along with Vivo being there with Einhart.
Alot of people care if it's baiting because you wouldn't go to a movie that was advertised to be a comedy only for it to turn out to be an action flick with no pay off whatsoever. Yuri-bait is called what it's because they bait people into thinking there will be something in the end. Just look at symphogear which you had to play the mobile game for Hibki and Miku to be officially together. Heck they were quite clear with how they felt about each other and even two other girls in the series plainly declared their love for each other. Sadly, if you look up " Fanfics and fanarts " about them you'll be sorely disappointed with the lack of Yuri and with how much projection porn and conversion therapy porn there's of them.
As for IF kissing Nepgear it's to pass activate her HDD and not out of love. In the end it's very rare to get anything related to Yuri that actually shows a full-blown relationship with the girls marrying and having children. It's why being a fan of Yuri myself. It sucks that I've only ever seen maybe 5 Yuri story's that actually have the characters get together and possibly marry.
