No, iirc a sexual fetish is defined as a specific sexual habit you can't do without. The term is a metaphor in this context, since the original meaning was an object/tool used for prayer and other spiritual activities, like a rosary (although the typical examples are much much more orientalist in nature like "shrunken heads"). The metaphor kinda sucks for many things since all it really has going for it is "regular use" and "emotional release", among other problems, so most people on the internet talk about "kink" instead: any particular sexual special interest that might deviate from the average or typical person's interests. Yuri manga is probably too broad as a category to count as "particular," although you could try to argue semantics lol.
According to what I've read, a sexual fetish is just a certain object (like a body part or particular accessories), and sometimes (especially in common usage) a certain act (like a behaviour or a position) you're especially attracted to. You can still get aroused and masturbate/have sex without fulfilling your fetish, the degree of arousal would just be higher (or much higher) if the target of your fetish is there.
