It stopped when YHS ended, because it didn't get picked up by the new Yuri Hime. It's supposed to resume serialization somehow... in some form... some day... but the last time the artist posted anything about it was back in January (a brief message saying to wait for an announcement from the YH editors). So who knows.

bakkin is a fine/penalty; the Japanese pronunciation of "Buckingham" happens to start off with the same sound. So it's basically a meaningless pun.
